Hampshire

Hampshire doesn't currently allow pavement gullies but is exploring them; cable covers are allowed at the resident's own risk.

Key facts

Cross-pavement policy
Cable gullies and cross-pavement channels are not currently permitted. Residents may use a suitable cable protector at their own risk – no licence is needed, but the council can require removal where a location isn't suitable. In June 2026 the council sought suppliers to explore channels.
Charging hubs
The county is rolling out on-street chargepoints using government LEVI funding.

Charging an EV in Hampshire without a driveway

Hampshire County Council doesn't currently permit cable gullies or cross-pavement channels. Unusually, it does let residents use a cable protector across the footway – at their own risk.

Using a cable protector

  • It should be non-slip with contrasting colours
  • Only put the cable out while charging
  • No licence is needed, but the council can ask you to remove it
  • You're liable for any accidents
  • Check with your district council about planning permission

What's changing

In June 2026, Hampshire sought suppliers to explore whether pavement channels could be part of its future plans.
